someone should me understand this LMIA

hey all,
I am Golden in South Africa in Africa.
I have been going through this forum and came through this stuff call LMIA, another way to get to canada. But I read and seem not to understand how it works.
Can some one help explain to me as I want to migrate to Canada.

Basically you need an employer to offer you a job and follow through with a process that demonstrates no Canadian citizen or permenant resident can be found for that job. The cost to the employer is approx 1000 cdn so not many employers are willing to support the process. http://www.cic.gc.ca/english/hire/offers.asp
