Some question regarding Saskatchewan Student visa

Whats is SINP..?
I m applying for the masters program...
If i got admission in the university in Saskatoon or Regina how much is required to get visa..?
Can i apply for the PR card..?if yes then after how much time..?
Does they r going to rebate me my tuition money in a form of no tax..?
If i get the PR card how much time i have stay in that province ..?

2. You have to have funds for the first years tuition http://www.uregina.ca/gradstudies/prospstudent/tuitionfee.shtml and about $12 K for living an travel expenses.
3. No, not until you graduate after at least 1 year schooling and 6 months work in Sask.
4. No, you don't get your fee re-bated.
