Some puzzle about IMM5669 form

In the form of IMM5669, there is a question like that " e) been refused admission to, or ordered to leave,Canada or any other country? yes or no"

My question is refused a US. Visa means refused admission to US ？ Is this the same mean? I have been refused a US visa in 2013. Should I choose yes or no?

Refused US Visa does not mean refused admission.

You have to answer YES to Number 6, Letter D, then provide an explanation regarding to US Visa refusal.

Answer NO to letter E.

If I Answer NO to letter E , could CIC knows the fact ?
