Software Engineers of OINP Please Help

Hi Friends

I am a software engineer (NOC 2173). My CRS score is only 391.

1) Can I apply under OINP though their site says the Minimum CRS required is 400
2) Are there any recent software Engineers got nomination under OINP with around 390 CRS score
