Software developers -- LMO not required?

I'm a software developer (NOC 2174 or NOC 9990.6 in HRSDC system) and I was getting LMO each year I was renewing my WP.

I knew some IT NOCs fall under facilitated processing system, but was applying for LMO nevertheless.

I don't want to bother with LMO this year. If you follow employer's guide on either of govt. sites for certain IT worker types, you bump into the fact that some IT NOCs are LMO-exempt.

I wonder whether it has really worked out for anybody. I'm pretty sure there are a lot of developers here on forum on work permits.

Also, if it's exempt why hrsdc issues LMO for me, but doesn't tell me I'm exempt instead. Last time they even told my employer I was lucky to get it 'cause of all the screw tightening and law change happening.

There a 2 possibilities:
a) hrsdc officers don't know regulations well enough and basically unprofessional;
b) this scheme doesn't work for some reason (however, I can't find now why it possibly may not work).

Any thoughts? Can I renew WP without LMO this time?

"If you are hiring foreign workers in the occupations above, the foreign IT specialists may apply directly for a work permit at a CIC Mission abroad."

http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/itexemp.shtml

"Under this process, no confirmation letter from Human Resources and Social Development Canada (HRSDC) is necessary for specific jobs when hiring a foreign worker, since it will not have a negative impact on Canadian or permanent-resident job seekers and workers."
