Soft Landing / PR card not to be sent.

I landed on Toronto airport on Jan 2019. Upon asked by immigration officials i informed them I would be returning back to the USA in a few days.

I was told that I would not be sent the PR card to any address and instead I would have to apply for PRTD to enter back into canada when I actually plan to live here.

Could someone please share your thoughts on this ?

Can my PRTD document be denied ?
How long is the PRTD document valid ?

This is not uncommon and appears to be happening more often recently.
No, until 1095 days have passed since becoming a Permanent Resident, it's extremely unlikely to be denied, if a "complete" PRTD application is submitted. They are normally valid for 6 months.

If you have some reliable Canadian address ( for ex - a friend or relative) then call CIC, tell them that you are living on that address and wish to get your PR card delivered to that address. That friend/relative can courier PR card to your US address.

You can also enter Canada via road in a private/rental car using COPR and Passport.

I was in a similar situation but was planning to move 2 months after soft landing. I requested for the PR card to be on hold and i was given a form to update my address after the final move. However, one month down the line, i got an email asking for a new set of photos for the PR card. I'm not sure why they processed the application and what would have happened had the previously submitted photos been fine. Anyways, submitted new photos and updated address after the final move and things worked out fine.

PRTD does take time and i guess there would be an additional fee as well. If you can drive across, just go with COPR.
