Soft landing in Ottawa

I plan to do a soft landing around May or June and then move permanently in 2019.

I was initially planning to enter through Toronto, but seems I can save some considerable money if I travel to Ottawa instead.

Has anyone done soft landing in Ottawa?

Should it make any difference if I land in Ottawa or Toronto?
