There is no option to say "No" under this category!! It just asks:

You must attach a copy of the correspondence from the previous immigration program that states the final status of the application before you submit this application to the SINP.
Then goes on to give Category options:

Entrepreneur
SINP
Other PNP
BUT I HAVE NEVER APPLIED to any. This is my first time and I'm applying under SINP EXPRESS ENTRY. I have created and been accepted into Express Entry Pool only.
