My occupation is not in the SINP In-Demand Occupation List, does that mean i can never apply for SINP?

Is there any other window where this occupation is not a criteria in SINP( without job offer)
mine is NOC 2132

But 2232 is in the list. Steal some duties of 2232 from CIC website and paste/merge them with your 2132 Job Experience Letter duties and go with 2232.

2232 is Mechanical engineering technologists and technicians, essentially for people with diploma, while as i have engineering degree.. wouldnt it be wrong to use this 2232?

Nothing is wrong in War, Love and Immigration. Many mechanical engineers are applying for this nowadays. And then u have higher degree and would go for lower requirement qualification, this is acceptable everywhere.

No, u have to apply for NOC only related to your educational qualification.
