Skilled Worker List NOC 7265: Welders

Please help...

My GF father is a welder before in Philippines and currently working in Saudi as welder.
He is not graduate in vacational or college only had High School Diploma.
Is he possible can apply his PR?

Do you know where he can apply in canada?

If he has enough points for FSW, he can apply. If he doesn't, he'd need to try to get an AEO and apply under a PNP or come in with an LMO and temporary work permit.
