Skilled Work Job Offer- No LMIA

A friend has a job offer at NOC A in Canada with a renowned company but it not LMIA approved. It's a direct offer from the company without LMIA.

Can he apply for a work permit? How can he use this job offer?

No - he cannot apply for a work permit. The employer needs to obtain an approved LMIA in order for your friend to apply for a work permit.

The job offer is useless without an approved LMIA.

There are some exceptions but only in very specific circumstances.

For example, it may be exempt if your friend is a US citizen and the job falls on the NAFTA list.
