Sister's TRV rejected. Please Help

Dear all,

I and my husband are permanent residents of Canada and recently applied for my sister's visitor visa. She is unmarried 26 years old. So understandably, she belongs to the demographic bracket whose visa is rejected with high probability. But I am still very disappointed because we thought application was quite tight.

Reasons for rejection: Travel History/Family Ties/ Purpose of Visit - basically they don't believe that she will go back to India after her visit here.

As a proof, we attached NOC from her employer (a government bank), to and fro tickets. In purpose of visit she mentioned that she is visiting Canada to spend good time with me and my husband and would like to visit touristy places in Canada during her planned 4 weeks trip.

I am not sure, what to do next. We are quite disappointed. What can we change in our application? Is making an appeal advisable?
I want to reapply but I am not sure what can we substantially change in the application to improve the chances of success next time.
