In a previous post you mentioned that you have other family in Canada. So no - your sister cannot sponsor you.

No - this doesn't mean you can apply for PR. To apply for PR, you must meet the requirements for one of the programs listed here:

http://www.cic.gc.ca/english/immigrate/apply.asp

If you are unable / do not have the time to read through this information on your own - then I would recommend that you hire a lawyer or consultant to assist you.

Your sister cannot sponosor you.

You would need an LMO from the food court and they would need to prove they can't hire any Canadians for the job. If the LMO is approved, you have to meet the job requirements for that job. You need to meet the requirements 100% for LMO or you will not be approved for a visa.

As mentioned above by mrs.asag, your uncle would have to do this paperwork to get LMO in order to get you your work visa and also pay for cost of doing this paperwork himself. It will be difficult for him to prove no canadians/PRs don't want the job when there are lots of people here especially students to do this job. So chances of you getting a work visa for your uncle's job offer is likely next to none.

Your sister can sponsor your father. But not you. I may be wrong here but I believe 18 is the limit of being a dependent of parent to be sponsored.

This is correct, as when the parent sponsorship opens again next year, dependants must be 18 or below.

That is assuming the government will re-open the parent sponsorship next year. Wouldn't be surprised if they delay re-opening it if serious backlogs still exists.

A valid point.. When they announced the very limited parental sponsorship program earlier in the year, they may have thought that PAFSO would have caved in by now. It is only 5000 applications for next year anyway...

And it would appear that dependents of parents will have to under either 18/19 whether they are attending school or not. From http://www.cic.gc.ca/english/department/media/backgrounders/2013/2013-05-10b.asp

"Changing the maximum age of dependents: The maximum age of dependents will be set at 18 years of age and under for all immigration programs, including the Parent and Grandparent program. This is in line with the standard age of majority in Canada. Those over the age of 18 can apply to visit or immigrate to Canada independently. There will be an exception for individuals, regardless of age, who are financially dependent on their parents due to a mental or physical disability."
