Sister already has TRV. Can she come now?

My little sister already has TRV and she visited here in 2019. Her TRV and passport will be expiring in this November. Now she wants to come again before that for 4 Weeks. Can she come now from BANGLADESH in this Pandemic Situation? if YES, then any additional documents/permission required besides COVID Test and Hotel Booking?

Please advise.

No she can’t come. She needs written authorization to travel from the government to show her visit is essential.
