Is necessary to get registered for NOC 0131 for SINP?

Look on the SINP website and their is a .pdf listing NOCs that require licensing.

Hi... I am a mechanical engineer and MBA. Can I claim EOI points in sinp for masters degree(MBA) and for occupation in demand have NOC 2132(mechanical engineer) as noc code , although i have ECAs for both degrees.
can anyone explain me in this regard?
