SINP Occupation in demand

Please, I would like to know if the SINP occupation in demand is still open.
In case it is closed currently, is it advisable to go ahead with the process of obtaining the Engineering-in-Training license.
Also, is it ideal to apply for the SINP under this category even if it is closed.
