SINP Job offer inquiry

1) Does anyone knows if the TAing (Teaching Assistantship) offer letter can be considered a 'job offer ' and I can use it to apply for the job offer category or not?? I have a study permit not work permit
2) Can I apply in two programs in parallel or my application would be blocked?
