SINP international healthcare worker EOI

I read from SINP that an EOI application with international healthcare worker pool is not a SINP application but rather more like seeking job offer.

I have an EE profile submitted with IRCC where I chose NOC 21223 (data Administrator), but I want to submit my application to SINP’s international healthcare worker pool with hope of getting a job offer as Health Information Manager (NOC 12111).

I am originally a Health Information Manager but I do perform data administrator duties in the hospital I work, which is why I chose NOC 21223. I have 7 years working experience and I believe I could get job offer with EOI if I maintain NOC 12111.

Is it possible?
