At what point in his processing did you 1) know you were being transferred? and 2) actually move to BC? and 3) at which point did he know about your plans?
Worst case scenario: If you already moved to BC before he landed as a PR and he knew about this, it could be considered misrepresentation as his PR is based on family sponsorship which is no longer there if the sponsor has moved. In that case, it would be hard for him to defend his PR.
Best case scenario: If you had not yet moved at the time he landed and he did not know you were moving, I do not think they can revoke his PR. If he landed in good faith with a sponsor in SK, he did not do anything wrong and all requirements would have been met at the time he landed but he still might have to fight for it.
In between scenario: If you knew you were moving at the time he landed but had not moved yet and he knew or didn't know about your plans which is impossible for immigration to prove, it is really you who didn't fulfil your requirements as a sponsor. You should have let SINP know that you could not help your brother settle in SK as you had stated in your application earlier but if your brother did not know about your plans, that would be a plus point for him.
So yeah, it is not your fault that your work transferred you but you did sign for some sponsorship obligations with SINP and by moving, you are not holding up your end of the bargain.
