SINP: Funds available = current total money in the bank account?

I am applying for SINP international skilled worker with employment offer and I am filling this form http://www.cic.gc.ca/english/pdf/kits/forms/imm0008_4e.pdf

a.k.a Economic classes: provincial nominee

In 4.Funds it says "amount of unencumbered transferable and available funds". I would like someone to clarify me if it is indeed all money in your bank account as of this moment as I have some money transferred in USD from my parents into my account and not sure if I should include that?.

Not sure of the criteria around POF for applicants with job offer, I believe it will be more or less the same like SINP - economic class w/o job offer.
SINP asks for 3 months old POF statement of funds readily available with you to process application. Based on the number of applicants in your application this amount varies. Please check http://www.economy.gov.sk.ca/immigration/immigrating for getting more details.
Also reach the immigration office by dropping a note and getting your query resolved.
