SINP from outside Canada with a regulated Occupation

Hi,
I have a question about one issue for SINP and all other PNPs. My NOC is 9241 – Power engineers and power systems operators, which is a regulated occupation in Canada. If I apply for SINP or other PNPs from outside Canada, is it required for me to obtain/ submit license or certification to be considered / to get ITA?
