Is ECA required when submitting SINP application or is it required later?

yes. Assume you aren't applying through the EE stream if asking but ECA is still required for OID stream. Language tests too.

Yes I know for Ielts for I fall under SINP employment offer and on the website it doesn't require ECA for that category but for OID and EE it does. That is why I am confused.

You never said you were applying under ISW-Job Offer. If you are not using your education for points and have enough for an invitation then no. See "Before you Apply"
