While submitting SINP (express entry skilled workers) application, should I answer YES OR NO to the question "have you previously submitted provincial or federal Canadian immigration application" if I had 2 study visa refusals.

Okay first, calm down. It isn't urgent. Nobody will die because you don't know how to answer this question. Please let's be careful about how we define an urgency. An urgency is when an immigration officer has threatened to ban you from Canada for 5 years because you lied, and has given you 7 days to respond, or if your mother needs to go to hospital.
Now to your non-urgent question, if in doubt, SAY YES. You obviously have applied to immigrate to study and been refused this. You MUST disclose this and the refusals because when they do their background check on you, they will obviously know and catch you out for not answering truthfully. Simply answer yes and state: "I have previously twice applied for a study visa and been refused both times." That way you are not hiding anything.
Disclose every type of application you've made. I disclosed everything right down to previous work holiday applications, Express Entry profiles and applications for an ETA.
