I was from Mumbai, India and got my wife's Singapore clearance done from there.

At the time, the Sing police website said they are not issuing certificates for non citizens. So i went to the consulate and showed them the PCC request from Canada, got them to write a certified letter that my wife had a clear record and was not arrested / prosecuted etc. and got it attested too. The VO accepted the letter coz we are in Canada.

Here's the thing: They were unaware of what to do in such situations (the Singapore consulate). I had to gentlly prod them in the direction I wanted. Took some effort and repeated trips but was worth it.

Good Luck.
