SIN without being in Canada yet?

Hello,
I started classes online from my home country in Fall 2020, and I've recently received an email regarding the T2202 tax thing. However, I understand I need a SIN to fill these forms, and even though I've applied for one, I haven't received a reply. Am I even able to get a SIN if I can't provide a Canadian address? Do I need to fill the tax form if I haven't been in Canada, or worked in Canada yet? I'm unsure how to proceed with this thing and my university isn't helping. My goal is PR so I don't want to screw anything up.

I had the same problem. I just told them my study permit application is delayed, and I'm still outside Canada; living at the same address I gave previously. They said no problem and created T2202 and there was another of this kind on my outside Canada address.
