no if u have a study permit without restriction about work u can go and get a SIN. If u have restrictions on study permit then u need to get a letter from college that ur a student and submit it to CIC and get a letter which will authorize u to work after which u can apply for SIN.

If you have a SP with no authorization to work Off campus, you will have to apply for 'Confirmation letter to work off campus' from CIC. https://dmp-portal.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx?_ga=1.134504118.637305699.1407657894 Under type of application, select 'Confirmation letter to work off campus'.
