My mother visited and stayed with us in Canada (on a multiple-entry tourist visa) for 6 motnhs. She left towards the end of February 2014. When's the earliest she could come back? Could she come back in early April 2014?

She can go back now.

Don't do this too frequently. If she is spending longer periods in Canada than in her home country that means she is not visiting she is living. If you try to take the law to the limit her entry can be denied in future travels.
