Silly question about pictures

Do I just throw all the pictures into one envelope, or each set of 4 goes into a different envelope?

Do I just throw all the pictures into one envelope, or each set of 4 goes into a different envelope?

Write name and DOB on the back of each photo
Take 4 small transparent envelops and put each member's pic in small transperent envelop seperately.
Take little big transparent envelop, put all the 4 small envelop in that big envelop.
Write Applicant's Name, file no and DOB on the big transparent envelop containing Photographs. ( you can use sticker also to print name , file no and DOB)
