I am aspiring Canada PR and Sister has already collected her PR.
But she has not moved yet to Canada for staying and working there.

Will I get points for Sibling with Canada PR who is not staying in Canada currently ?

No - you won't. Your sibling needs to be physically living in Canada in order for you to get the points.
