Please I will like to know if I can get points if I indicate that I have a brother that is a Canadian citizen but does not currently reside in Canada, when applying via the Express entry immigration route.

Your brother has to be in Canada paying taxes, having bank account, rent lease or something to show that he is continuously residing in Canada. If he is not in Canada then no points as they ask for proof of him being there

Then he isn't residing in Canada. He has to be in Canada.
