Sibling points - requirements

As per the CIC Website below is the criteria for the sibling points:

You can now earn 15 additional points if you (or your spouse or common-law partner who will come with you to Canada) have a brother or sister who is:
  • living in Canada and
  • a citizen or permanent resident of Canada
To get these points, the brother or sister must also be
  • 18 years old or older
  • related by blood, marriage, common-law partnership or adoption
  • have a parent in common

I have a query that is a little complex:

My sister has got her PR and she is landing in Canada along with her husband in May first week.
It seems that getting the PR card would take approx 67 days after landing.
She would spend around 25 days in Canada and would leave in the month of June, but her husband would still stay in Canada.
My sister would return to Canada in October.

Now my query is - how soon would I be able to claim the 15 points for sibling in Canada -
Would I be able to claim the points just after her time of landing - i.e. by May 2nd week ?

Job Offer........
Pre-Assessed..
The signed COPR is sufficient, you don't need the PR card. If anything the real issue is whether you should claim those points since she'll be out of the country until October.

How is this verified ??
Asking this as she would be obtaining the proof of residence within her short stay in Canada - lease agreement, postpaid mobile connection, bank account and credit card.

Is something else required to verify the proof of residence ?

Proof of actual residence of the sibling needs to be proved through submitting a utility bill or a bank or credit card statement... presumably it should be for a sufficient period of time as evidenced by the dates of the bills or the statements although IRCC does not specify any time period

For my case I submitted power bills and credit card statements for one year

Hi All,
I am a Canadian PR holder. I did not add my sister in my application (IMM 5406) considering the fact that she is married. Now she has decided to move to Canada and would require sibling points. As I did not declare her initially, would she be able to get those point?

I am not sure, but I heard this from a lawyer once, that your sibling should be present in Canada for one year, before you can claim their points. However, I'd ask you to confirm with someone who has more knowledge on this.

This is not correct. When a PR holder or citizen wants to sponsor a relative (parents, spouse children) they need to have lived at least a year in Canada. Claiming points is not the same as being sponsored so this 1 year requirement doesn't apply.

As I said, I wasn't sure, about this. But I heard something like this, so I asked them to ask someone who had more knowledge on this.

I do not know why you need points. I am sure you'd have to apply for Spousal visas or a sponsorship from your husband.
