Should we get WES report before submitting PR application?

Hi All,
I am a Canadian Citizen and my Sister's family are currently residents of Singapore on work permit.
We have few questions on applying for Canadian PR under Express entry/FSW. They are ready with all details other than WES report.
1) Should they submit application only after getting WES credentials or shall save time by applying now and adding WES report in few weeks when it is available?
2) Since they dont have communication address, can I give my Canadian address as communication address for WES report?

I appreciate if you someone can throw some light on this.

1. Your sister needs an ECA to submit a profile as well as IELTS. Without those two documents, a profile cannot be set up.
2. What do you mean she does not have an address? She can use her Singapore address.
