Should the work experience be of the same stream in which the study has done?

Hi,
My brother has done Post Graduation (M.Com- Masters of Commerce ) but he has been working as a Web Developer (IT Industry) for 4 years. In addition, his current CRS score is 404.
So, is he eligible for express entry and how much are the chances of getting an invitation?
