should the recomendation letter written by the direct boss?

hi Seniors,

a question about recommendation letter? is that a must that the letter is written by your direct manager? what will be if it's not?

I worked for 4 companies. for the 2 companies that I apply 2173 with, I asked my direct manager and CTO to recommend, but for the other 2 companies which is not related to 2173, I asked my peer colleagues. is this a problem or a reason for rejection?
