Should Principal Applicant include all children who are not dependent in form IMM 5406

Hi All,
I received the invitation to apply to the Parents and Grandparents Program for my mother on Aug 4, 2025. I have a question here. When my mother (principal applicant) fills up the Generic application for (IMM 0008) or the Additional Family Information form (IMM 5406) should she mention the names of my other siblings as well? Please note that my siblings are not dependent on my mother and have no intention of coming to Canada. Please advise, thank you.

All children should be listed on the family information form.

All children under 22 who are not already Canadian prs or citizens should be listed on the main application form as either accompanying or unaccompanying. Those over 22 who are not dependents (all over 21 except rare cases of eg children who are severely disabled or similar) or those who are citizens or prs are not included because they can't be sponsored.
