I'll be applying from India and calculated a 429 without her IELTS and education and a 449 with her IELTS using the CSR tool. There is also some complication with getting her educational credentials evaluated with WES. Does it make sense for me to wait for these 2 things to come through? Can I add them in later?

No reason to wait, enter the pool now and if the 429 isn't enough (unlikely) you can always add her credentials and IELTS later.
But your numbers don't make sense though as your spouse can add 20 points just for her IELTS so even if she just has a secondary school diploma that would add 2 more and get you to 451
But the consensus at the moment appears to be that anyone above 410 is likely to get an ITA before end of July so you should be good to go
