Should I submit my Spouse Immigration form now? HELP

Hi so I have filled all the forms for immigration to my spouse and now I want to submit it, but should I wait till dec 15 to submit or Submitting now will still have the 12 month benefit? And should I get rid of all the forms I have filled now and use the December 15 package instead?

Which application package you use won't affect the processing time. IRCC hasn't even released the new application package yet, so it's perfectly fine to submit your app now with the current forms.
