Should I submit my online application with no PCC?

Hey everyone,

I was basically able to get all the documents required for my online application and it is ready to be submitted except for a PCC from back home.
I could not get one because of COVID-19. I won't be able to get a PCC until at least the 31st of May. I am currently residing in Canada.

I've been given a deadline until mid-July to submit my application.
I've written and attached a letter of explanation.

Should I submit my application or should I wait until the 31st of May?
Seeing how things are with COVID, I highly doubt I'll be able to get one even then.

You can wait for some more time. Or if you are about to submit the application and for the missing docs, make sure you add an LOE. Once you are able to get the pending documents, you can always use IRCC Webform to upload. The choice is yours. Because definitely IRCC will not refuse any application when any document is incomplete due to the ongoing situation.
