Should I count on student to PR route when just starting uni now?

Hi, I plan to start Uni. in September in Canada, I applied for a student visa both to Canada and Australia, just in case (Been accepted to one uni. in both).
But I'm leaning towards Canada, I love both countries and been to them and this is a very hard decision for me, because wherever I go I'll probably and up staying if possible. but I want to increase my chances as much as possible.

The Canada experience class seems to be the right visa for me after I finish Uni.
But how volatile are the Canada visa rules?
Is it probable that this visa route will be closed by the time I finish Uni which will be in four years?

In Australia they seem to be very volatile with their immigration rules and keep changing them and their skilled occupation list which is a big reason I prefer Canada.

If you're banking on immigrating through CEC as you've described above, then you really have nothing to worry about. The stated purpose of the CEC is to encourage international students and high skilled foreign workers to settle in Canada permanently rather than return to their home countries. The rules have actually been relaxed since last year – now you need only 12 months of full time work experience to apply, whereas before you needed 24 months.

Other programs such as the Federal Skilled Worker are getting more restrictive, but that won't impact you.

Your main concern should be: once you graduate, you'll be issued an open work permit for 3-4 years or so (assuming you're studying toward a bachelor's). Make sure you land a high skilled job (NOC 0, A or B) – it doesn't even have to be in your field of study - and begin accumulating those 12 months of high skilled work experience to make you eligible for CEC.

Its nice of you to share your motives up-front. I always ask people "Why are you trying to go abroad? What is the 'main' reason?". Most of them would say "for better work, better education". What none of them admit is "For permanent residency" :)

If you are trying to become a PR in Canada, CEC would be your best choice.
PNP is also a good option, but it depends on the province, where you studied or worked. Wherein CEC does not care about provinces (i think Quebec is excluded, not sure). CEC only cares about your NOC (0,A,B) and your valid work experience.

So if you are starting now.. you would graduate by end of 2017. You would get a Post-graduate work permit for 3 years (generally), that would allow you to stay in Canada till end of 2020. So if all goes well you should be eligible for CEC program in end of 2018.

As for the rules of immigration, it is impossible to predict. There are no laws, that says, the rules will not be change every year. It depends on the ministry and the members. If they seem a change is needed, they would announce the change and maybe with in 6 months the new rules would be in affect.

I know you are trying to make the best decision. So what you can do is, judge the options that are in front of you and take your pick :)

Good point. This is worth looking into as well.

That's right, CEC does not apply in Quebec.

I'm going to BC, as far as I looked there PNP is hard to get, it requires employer to give a proof he could not find a Canadian substitute and stuff like that.
