Unfortunately the members on this forum are not mind readers, so until you provide full details, e.g. program etc etc, no one can help you.

How would changing your course help in addressing the visa officer's concern?

Not mandatory, request for GCMS Notes which will give you exact reasons for her rejection. Read through the whole notes and reapply after taking experts' suggestions if required.

Just read through your past posts and your sister starting her studies without a study permit. Why, would she do that?

It’s 3 years Diploma in Business Management. Commerce is equivalent to secondary education (Grade 12) with Accounts as major.
Her 1st interest was in flight management, but we knew this course would not have career options afterwards. So, next best interest was to go with Business management.
It would be a progression for her career as she only has Grade 12 so far.

Again with only Grade 12, how will a diploma in business management help her career in her home country? Why does she need to spend thousands on a a Canadian education in business, when a business diploma can be taken in her home country. She would have a stronger case with a university degree in business.

Only solution and suggestion for the OP is to complete a bachelor and try again in the future. Hard to get approved visas for high school graduates (or along with a certification) or overturn it for this specific category.
