Should I apply tourist visa for my gf?

Hello folks. I hope I can have your guys opinions on our situation. I am currently a PR with a full-time job in Canada, while my girlfriend is a student in Argentina. Our plan was to travel to the United States next year and then she would come to Canada to spend a few months with me. However, her US visa application was recently declined due to immigration intent, even though we only wanted to spend a week there, plus US visa can make it easier for her to apply ETA later on in Canada. Now, we are unsure whether we should reapply for a US visa or submit a Canadian visa application. Any input would be greatly appreciated! thank you all

She can do either.

For the Canadian TRV to be approved, she will want to show very strong ties to her home country (e.g. employment, property ownership, assets) to prove she has no plans on remaining long term. She will also want to show that she has strong proof of funds to pay for her trip to Canada. She will need to declare the US visa refusal and unfortunately this will likely work against her in getting the Canadian TRV approved. So make sure the TRV application is very strong before she applies. She should keep the requested trip short - e.g. 2-3 weeks.
