I have applied under NOC1123 in September but got rejected with reason to provide "Additional family background" even i have provided all details of my immediate family and siblings with birth certificates, moreover Checker tick mark with lead pencil on all fields (my NOC and work history page also) I would like to have opinion from professional and experienced member whether to resend documents with corrections,mean tomorrow 16 Dec,14 or apply for Express entry. Please advise. I am in alot confusion now.

They usually tell you exactly what's incorrect on the form you filled. Read carefully, or consult an advisor asap.

Yes i have corrected that mistake, i didn't include IMM5406E for my wife. they have sent back my DD which created on 15 August, what do you say should i send a new one, also can i cash it and make a new one? plz guide. thanks

Make a fresh DD, include updated forms and time-sensitive documents and send your application ASAP so that it reaches CIC by 31st December. It is better to apply under the current system if you can.
