I've just accumulated 1095 days so that, by law, I can sent out my citizenship application now. However, after checking the forum and being inform about the RQ along with the risk indicators, I think I will certainly get the RQ. As the result, I get really frustrated as I am not sure whether I should send the application now or wait for another 2 years. Here is my case:

I came to Canada for the first time in 2009, but just stayed for 4 months before returning to my origin country and I stayed there for 28 months. I only came back to Canada in 2011 and officially began my life as an immigrant. Upon my return, I wanted to run my own business as trade consultant so I registered a partnership in Canada to start-up this business. Unfortunately, my business didn't work out and I had to live on my saving from 2011-2013. Fall 2013, I decided to go back to school to get a Canadian master degree. And now, I have been in Canada for 3 years so I can apply for citizenship.

The problem is even though I never left Canada in the last 3 years, it is difficult for me to prove with CIC that I am actually physically present in Canada during that time. For example, in question 6F, I identify my-self as a self-employed (consultant). However, given the business is bad and it didn't generate any revenue, my NoA is actually 0. So, I think CIC will consider me an unemployed anyway. Moreover, even though I never left the country for the last 3 years, in my application, it shown I have 365 days traveling outside Canada during the last 4 YEARS. Also, I am a self-employed all the time from 2009 to 2013, so I don't have any T4 form or other so-called "credible document" to justify my case. I only have the following supporting documents:

1. My last year school transcript

2. Two NoA with income = 0

3. Passport's stamp with the entering date 3 years ago by Service Border.

I have lease under my name for all the time I live here as well as my credit card history, driver license, health insurance card, etc,. But I think CIC deemed those documents unimportant as they didn't ask to include them in the application (only in RQ phase that we have to include those documents).
To be honest, I don't mind getting RQ but I am afraid of the worst scenario in which I have to wait for another 6-7 years and eventually get a rejection letter from CIC.

For that reason, I don't know if it would be better for me to send application now or wait for another 3 years to graduate from school, get a job, declare income tax and apply.

With the Bill C-24 coming into effect really soon, It will be even more difficult for new applicants. I feel like being cheated, apparently I didn't do anything wrong but now I am the one who have to prove that I am innocent. Otherwise, I am guilty. In any case, I surely get the infamous RQ.

I am fully aware I might get into trouble with the citizenship process if I took the risk of doing my start-up business, I just don't know CIC makes it that difficult. Sometime, I think maybe getting a job at Tim Horton would be a wiser decision for me, Lol. But I can't change the past and I do not regret with my decision anyway... I am just really confused now.

libra, my advice is relax, most citizenship applications go through without any problems even if you have been unemployed. Make sure you make no mistakes on your application and you should be fine. "Credibility" is the key word. If your entry and exit dates match the records CIC have and you have been totally honest in your application, CIC will have no need to question your "credibility" so your application will be approved. No need to wait for another couple of years.

There are plenty of documents that you can prepare and collect to prove your residence in Canada. For example, cellphone bills, credit card bills, bank statements, a letter from your pastor/church, etc. You could probably start gathering them and if required bring it to your interview and explain. You could also consider mailing them in if you feel more comfortable but we do not know if it would help at all as there is no guidance about the submission of "additional documentation".

The fact that you had no travel is a good thing and it can be verified easily with CBSA as well as a lack of stamps on your passport.

Another thought is: You meet the requirements. Period. If you don't apply now, when will you apply?

Some applicants got RQ but still became citizens within 10 months or so. So why wait?? you're not doing anything wrong just be yourself and tell the truth.
PS Health card history may help also. don't know how often you saw a doctor in the past.

I agree with what the others advised, apply now. Even if you get RQ, they are being processed much faster. And definitely tell the truth even if you dont have anything to support, which you do. You said your income was 0, what about your losses, did you not report those?
