Settling in Windsor, Ontario, Anyone from Windsor, plz suggest

Why rental in Windsor, Ontario appears to be much lower than other parts of Ontario? Any ideas? Does anyone settled or rented there plz suggest how will be the area generally ? Is it good in terms of opportunities as well for families... plz suggest..

I have been in Quebec as a PR for 6 months. I am planning to move to Windsor, ON. Your feedback is so important:
1. How is the job market there? (Administration and Agriculture)
2. How is the weather there?
3. Is the rental really low?
4. Is it OK to move there with Quebec PR?
5. Do I keep the Quebec benefits (social Aid, child assistant, health insurance...) if I move to Windsor?
