Service Ontario retains the title of the car

Hi,

I just imported my car from the US as a new settler (car was listed on Goods to follow) and went to service ontario to get Ontario plates for my car. While they did give me a permit and plates, they retained my original title. If someone could share their experience on this, it would help me a lot. Is it standard for Ontario to retain the title?
