My wife is a permanent resident who arrived on August 9th under my sponsorship.

I went to Service New Brunswick for my wife's driver's license and medicare, everything went fine.

The problem was Service Canada weren't able to help with her SIN number, the lady who helped me looked confused and inexperienced.

I had my wife's """CONFIRMATION OF PERMANENT RESIDENCE" paper which had her info like UCI, app number, document number, personal details, medical details, and the signature from the immigration officer at the Toronto airport.
And we showed her and gave her the other info.

She kind of scratched her head and and didn't find the information, she looked and said """"OH! This is not working because the paper is expired, it shows it expired on August 9th right here"""".

Then we looked and found out she was wrong...the August 9th stamp was just to show the immigration officer confirmed she is here on August 9th. My paper has no expiration dates on it

She gave my wife and I a number to call 1-888-242-2100. I called them but Im not finding a person to talk to in regards to this.

My wife hasn't received her permanent residency card yet in the mail, but I thought we were allowed to apply for a SIN number. Should I go back?

you can certainly get the SIN number without a PR card. go back and ask to deal with an experienced person or manager. An experienced person should know how to do this properly.

Hi, if you check here - http://www.esdc.gc.ca/en/sin/before_applying.page - it clearly states that permanent residents may apply for their SIN using their CoPR accompanied by a passport or other identification document. I would print out the page and bring it with you when you go back, just in case a manager is not available.

COPR usually does have an expiration date on it.

But in any case it doesn't matter because she already successfully landed. As others mentioned, go back, bring COPR and passport and try again. Hopefully you deal with someone more experienced and make sure you explained what happened last time.
