Serious disease doubt

I had inactive tuberculosis when I applied for study permit and after sputum test and xray my medical was passed for study permit and now after 3 years I got ITA for PR

Do i need to enter yes or no in did you had serious disease?

Will I get Procedurel fairness letter if I say yes for inactive tuberculosis?
