Sequence of Completion and profile creation

Hi

I have completed IELTS and currently awaiting ECA from WES for myself and my wife, meanwhile my wife is scheduled for
IELTS in Feb. Once these both are done [IELTS/ECA for my wife/myself ], I am planning to create the profile, is this the right approach?

Creating a profile before ielts/eca is not working as it says that the points are too low, Any suggestions on this would be
helpful,

You're doing the correct thing. Without an ECA and language results, you cannot create an Express Entry profile.

Its the right approach. Have you made sure that you actually qualify for a program (FSW/CEC/FSTP)?

Yes, you need the IELTS and ECA to be completed to submit the Express Entry profile so that you get enough points to be considered to receive an invitation from the provinces.

Meanwhile, if you are looking at Ontario as one of the provinces to where you would like to migrate, you can also start arranging the documents, if you feel you may need more time for some of the documents listed in the Application Guide. Once you get a PT Notification of Interest from Ontario, you will be just left with 45 days to submit all documents as part of the nomination application package.
