Separated from my wife for too long now. Open work permit for her?

Hello, friends.

I am working in NOC skill level A as a Web designer. I graduated from SAIT in Calgary in April. Applied for PGWP on May 5th and I'm still waiting to receive it... .

Anyway. I know there's nothing I can do there. Just patiently wait.
Meanwhile we filled all the papers needed for my wife to apply for her open work permit. We haven't submitted them yet, as I don't have my PGWP. However what struck me as weird was that she was nowhere asked to provide documentation proving that I have graduated, or I have my NOC skill A job offer letter. They don't ask to see my income. Nothing.
Is that normal? Could they see that so they don't need us to provide documents? Do we still need to write a letter of explanation including these documents?

When she was filling out the questionnaire to see if she's eligible to come to Canada she answered that she will be a dependant of me (a temporary foreign workers with PGWP). She said she will be applying for an open work permit for a spouse of a person who is working full time or is a full time student, etc.

I wonder if we made a mistake there and CIC are not asking for the documents we thought they would, or do they just know all that now?

Can she apply before I receive my PGWP (since they don't ask for it)?

documents regarding your status are indeed required for your wife's OWP application:

Your spouse or common-law partner can apply for an open work permit if you are:

approved to work in Canada for six months or longer, and
doing a job at Skill Level 0, A or B in the National Occupational Classification.
Note: If you have an open work permit (e.g. post-graduation work permit, International Experience Canada, et cetera) your spouse must attach a copy of your work permit to their application for an open work permit, along with a:

letter from your current employer that confirms you work there in a NOC 0, A or B occupation, or a copy of your employment offer or contract, and
copy of your recent pay slips.
Your spouse’s permit will not be valid longer than yours.
I think you need to recheck the application?
