Seniors please help! Unable to provide education proof

Dear all
I have a PhD but am unable to provide documentation on graduation or transcripts. I also have a Bachelor's and a Master's degree whose documents are available. What should I write on my application regarding my highest educational level? If I write PhD, then I cannot prove it. If I write Master's then this is simply not true! PLEASE HELP!

Actually your situation is very strange

I think nobody over the world can believe that you can't order a copy of your graduates from your university

what are the details please ?
I mean why you can't bring your grades?

Were you sponsored by your government or any other agency that requires you work for a certain period of years before you can leave? If yes, then thats what you signed up for otherwise please explain what the ties are exactly!

To all senior who replied:
Thank you very much. Here are the details:
I have a BSc, a Master's and a PhD from the same university. My PhD stduy was sponsored by the goverenment so I am required to work a certain number of years before my university issues my official documents. My total period is 7 years from which 5.5 years have already elapsed. If I want to obtain the documents NOW, I will be required to pay a considerable amount of money and the process is very time consuming. Given the fact that I am NOT residing in my home country at the moment, it would be even more difficult and costly. Waiting for another 1.5 years also does not seem wise as the regulations might change. My Master's will suffice for the full points for education and I have the full points for work experience as well.
Now, my question is:
1. While filling out the forms, is it ok to write PhD as my highest level of education? Then what happens if I cannot priovide the proof?
2. What if I say master's, and explain that I am claiming points only up to master's although I have a PhD and explain the reason?

Thank you all and please let me know if you still need more clarification.
